NOTICE

 

INVITATION

TheJo-Carroll Depot Local Redevelopment Authority (LRA) is seeking proposals fromcontractors to provide all labor, equipment, materials and supplies necessaryfor concrete removal and site restoration associated with the recent buildingdemolition at 18937 B Street (former gymnasium).

All proposals shall be addressed and/or delivered to:

DEADLINE

Proposals will be received by the LRA at the noted address until 3:00p.m., local time, September 28, 2017. All proposals will be opened and read aloud at that time.  Award is anticipated on or prior to October16th.

 

REJECTION

The LRA reserves the right to reject proposals for any reason thatserves the best interests of the LRA. The LRA also reserves the right to waive any technicality orirregularity in a proposal.  Failure tosubmit requested information/documentation or the submission of incorrectinformation/documentation may result in automatic disqualification.

 

ALTERATIONS OF SCOPE OF WORK

The LRA reserves the right to alter the Scope of Work, as presented inthe attached specification, at their discretion.  Any modifications to the Scope of Work willbe submitted in writing to contractors that submitted proposals via Addendum,prior to award.

 

RESPONSIBILITIES FOR WORK ANDSITE CONDITIONS

By submitting a proposal, the Contractor acknowledges that he hasinvestigated and satisfied himself as to the condition affecting the work, thecharacter and quantity of all surface and subsurface materials or obstacles tobe encountered which is reasonable ascertainable from an inspection of thesite.

 

INSURANCE

After the contract is awarded, the Contractor shall be required tofurnish insurance certificates listing Jo-Carroll LRA and their agents asadditionally insured.  The Contractorshall indemnify the LRA and their agents and employees against any and allclaims, damages, losses and expenses including attorney’s fees arising out ofor which may arise from damages to persons or property due to the negligence ofthe Contractor, Contractor’s employees, or agents, during said work activitiesand until the work has been finally accepted as complete by the LRA.

 

INTERPRETATION OF CONTRACTDOCUMENTS

Should a Contractor find discrepancies or be in doubt as to the meaningof any part thereof, the Contractor must request a clarification from theLRA.  Discrepancies with regard toconflicts between the Contract Documents and applicable Federal, State, orLocal regulations or requirements shall be included herein.  Failure to request such clarification is awaiver to any claim by the Contractor for expense made necessary by reason oflater interpretation of the Contract Documents by the LRA.  Any interpretation of contract documentsshall only be made by Addendum duly issued. A copy of each submitted Addendum will be delivered to each Contractorof record no later than 2 days prior to the due date.  All Addenda issued prior to the opening ofthe proposals shall become a part of the package.  The Contractor shall acknowledge the receiptof all addenda, by including one signed copy of each acknowledgment sheet withthe proposal.

 

SUBMISSION

An original proposal, properly signed, together will originals of allother required documents, shall be enclosed in a sealed envelope or package andshall be addressed and delivered to the LRA by 3:00 P.M CST and in the mannerdesignated.  All proposals received afterthat time will be returned unopened.

 

Each sealed envelope or package containing a proposal shall beidentified as such and shall be marked with the title of the contract and Contractor’sfull legal name.  All addenda will beconsidered part of each contractor’s Proposal whether attached or not.

 

WITHDRAWAL

Withdrawal or modifications to proposals are effective only if writtennotice thereof is filed prior to time of opening and at the place specified inthe Notice.  A notice of withdrawal ormodifications to a proposal must be signed by the Contractor or his designatedrepresentative.

 

No withdrawal or modifications shall be accepted after the bid due datewithout the consent of the LRA.

 

METHOD

Proposals shall be made on a stipulated lump sum basis for the project,with the exception of noted alternatives.

 

Prices quoted in the proposal shall be guaranteed for a period ofone-hundred and twenty (120) days after the due date.

Theundersigned contractor agrees to furnish all labor, materials, tools, supplies,equipment, mobilization and disposal fees, and all else required for the workas described within the Scope of Work and Contract documents.  All work is to be done per applicableguidelines and/or regulations.  The LRAreserves the right to reject any or all bids and any part of the bid withoutassigning any reason.

 

All workwill be performed during normal business hours and during the normal work weekunless otherwise stated.  The Contractor,by submitting a proposal for the work, represents itself as knowledgeable andan expert in the performance of the work, and includes all things usually andcustomarily necessary to provide a complete and finished job, whetherspecifically mentioned or not.  TheContractor is solely responsible for verifying the conditions present at theSite.  Any reference to quantitiesprovided in contract documents is solely intended to be an approximation.

SCOPE OF WORK

CONCRETE REMOVAL ANDSITE RESTORATION OF DEMOLITION SITE AT 18937 B STREET

The Jo-Carroll Depot Local Redevelopment Authority (LRA)recently raised the structure located at 18937 B Street, Savanna,Illinois.  The following Scope of Workfor removal of the concrete pad, concrete piers, concrete stairs, concretesidewalk, remaining utility materials, debris and site restoration will includethe following:

Obtain any and all Federal, State and Local permits andnotifications required for said activities. 

Provide all labor, equipment, materials, insurance andpermits necessary.  The boundaries of thearea are defined on the attached map. All shrubs, trees, rock, sidewalks and above ground structures withinthe boundaries of the demolition site shall be removed.

The Contractor shall be responsible for notifying theappropriate utility locate companies to determine the location of theunderground utilities.  Direct contactwith the LRA’s contracted Water and Sewer Operator is required.  The contractor shall disconnect and properlyseal in an approved manner.

Provide construction fencing as required to reduce safetyhazards.

The Scope of Work shall include all work activitiesnecessary including the handling, storage, recycling and disposal of wastematerials.

The scope of items to be removed from the Site shall includeall concrete, plumbing (sewer, drains, etc), electrical, telecommunications,miscellaneous debris and any other related items located within the definedboundaries of the demolition area.

Concrete may be recycled or hauled offsite to a legalrecycling disposal facility. Debris, rubbish, scrap, and other non-salvageablematerials shall be disposed in compliance with all applicable Federal, Stateand local regulations Dump receipts must be retained and submitted uponrequest.

Upon removal of concrete pad, piers and any underground structures,the Site shall be filled and graded to fill existing depressions to preventsafety hazards and the pooling of water. Rough grading shall be performed to provide a smooth transition betweenexisting grades and fill area.

Upon completion of the rough grade, the contractor shallprovide a final grade of the area consisting of a minimum of 4” of blacktopsoil with a smooth grade for the support of vegetation.

Upon completion of the final grade, the contractor shallprovide temporary erosion control measures in the area to reduce runoff anderosion until permanent vegetation or other erosion control practices can beestablished.  Seed mixtures the willproduce dense vegetation shall be selected based on soil and site conditions.

All work must be conducted in a safe manner and suitableprotection shall be provided for the public as required.
